30.07.2025: Starknet Governance Call on Decentralization: Meeting Minutes

Hosted by @robertkodra (SNF), @Ohad-StarkWare (SW) laid out his thoughts on decentralized sequencing and went through the main points of SNIP 33 while answering questions from the participants. Block Reward Mechanism

  • New staking system will have one entity receive block rewards per block
  • Entity selection based on staking rights
  • Must sign block to receive reward
  • No slashing penalties, only missed rewards for being offline
  • Discussion ongoing about exact sampling mechanism for rewarded proposer
  • Proposers will know in advance when they should produce blocks

Network Health & Safety Measures

  • Team will monitor stake signatures on each block
  • Implementing alerts for:
    • Blocks not going through
    • Network freezes
  • Focus on top 100 stakeholders
  • Considering geographical proximity requirements for validators
    • Trade-off between network speed (150ms latency) vs decentralization
  • Testing period planned with validators before mainnet

Centralization Lever Safety Feature

  • Emergency fallback mechanism if network issues occur
  • Allows reversion to v0.14 behavior (Starknet-only block production)
  • Activation conditions:
    • Multiple unfinalized blocks
    • Network throughput degradation
    • Duration: 12 hours to several days
  • Requires Security Council approval for:
    • Extending beyond preset time period
    • Reactivating after initial use
  • No staker rewards during centralization lever period
  • Temporary feature planned for removal in future versions

Implementation Timeline & Next Steps

  • P2P implementation expected October/November on testnet
  • Minimum 2-month robust testing period planned
  • No breaking changes from v0.14 for decentralization features
