Changes to the delegated voting power by the foundation

Background

During past votes, the Starknet foundation has delegated its voting power to ensure decision-making is rather led by major contributors to our ecosystem than by the Starknet Foundation.

To further improve the state of our governance, the Starknet foundation is now changing the way it delegates voting power for future votes and introduces monthly governance assemblies as described below.

3-Tier Delegate System

Over the next weeks - and effective before the next vote - the Starknet Foundation is rolling out a new 3-Tier Delegate System in order to redistribute 1.7B STRK voting power. Our rationale for this change is to incentivize voting activity while supporting a wider set of ecosystem members than before. The Tiers will primarily differ in the allocation of voting power; while we continue to build out the delegate system, differences between Tiers in terms of roles and responsibilities might be introduced.

Tier 1 voting power allocation: 700M (41%), 20 delegates, 35M per delegate

Tier 2 voting power allocation: 600M (35.5%), 60 delegates, 10M / delegate (up from 4.2M)

Tier 3 voting power allocation: 400M (23.5%), 100 delegates, 4M / delegate (up from 2.1M)

Please note:

  • Builders Council members will transition into individual Tier 1 delegates with individual voting power allocated to each member.
  • Tier 2 and 3 will be composed by current community delegates, prioritized by recent activity and external token delegation amount.
  • The list of members of each tier will evolve from vote to vote, depending on individual delegate activity.

Moving Forward: Governance Assemblies, Delegate Expectations and Platforms

Weā€™re launching monthly governance assemblies to celebrate passed milestones and to discuss Starknetā€™s direction. SNIP authors will present their proposals, followed by a structured discussion facilitated by members of the Starknet Foundation Governance assemblies are open for all interested Starknet ecosystem members and will be hosted on Discord and broadcasted on youtube.

This initiative is a starting point. We welcome community feedback and expect the system to evolve. Share your thoughts on the forum or during monthly assemblies.

Delegate Expectations and Accountability

SNF reserves the right to redistribute voting power from inactive delegates.

Active participation means:

  • Regular attendance at monthly assemblies
  • Engagement in technical discussions
  • Voting on proposals
  • Contributing to ecosystem development

Delegates who consistently fail to participate and to contribute will have their voting power reallocated to engaged members in our ecosystem.

This ensures voting power remains with active contributors shaping Starknetā€™s future.

Periodic reviews will assess delegate participation. We aim for transparent processes while maintaining flexibility to adapt to ecosystem needs.

  • Active Participation: Being active as a delegate isnā€™t just about casting votes. It also means joining delegate calls, making useful contributions in the community forum, sharing insights on social media, and generally helping drive productive discussions. It doesnā€™t require being a developerā€”itā€™s about being engaged and supportive of Starknetā€™s ecosystem.

  • Evaluation Framework: Weā€™re currently figuring out the best way to assess participation and contributions. While discussions and ecosystem contributions are definitely important, a more specific evaluation framework is still in the works. Rest assured, weā€™ll have clearer guidelines for assessing delegate activity before our next vote.

  • Community Input: Nominating or challenging delegates based on performance sounds very interesting, weā€™ll definitely explore it. As our governance system evolves, we plan to explain how the process will work, ensuring transparency and flexibility in how delegate roles might be adjusted.
